COE reaffirms Azerbaijan’s territorial integrity

The Council of Europe Parliamentary Assembly meeting in Strasbourg, being attended, among others, by an Azeri delegation led by MP Ilham Aliyev, has discussed a written address by MP Gultakin Hajiyeva "On recognition of Azerbaijan’s territorial integrity by Armenia". The address was sent to the PACE Committee of Ministers, which, in response, has reaffirmed its support for the internationally recognized state borders, sovereignty and territorial integrity of Azerbaijan. The Committee has also urged Azerbaijan and Armenia to put collective effort to a lasting solution to the Garabagh conflict and resuscitate the search for peace through mutual compromises. The statement by the Committee of Ministers says the two parties to the conflict must refrain from animosity and hostilities, which contradict the commitments the two countries have undertaken in the Council of Europe.

The document was unanimously adopted by the Committee of Ministers.

In his comments on the decision, MP Ilham Aliyev said, "The Council of Europe has passed a fair decision that the Garabagh conflict can only be resolved on the basis of Azerbaijan’s territorial integrity".*

Armenia recognized Azerbaijan's territorial integrity

Ilham Aliev, head of the Azerbaijani delegation will make a speech today on combat of international terrorism

The autumn session of the Parliamentary Assembly of the Council of Europe (PACE) began its work on 24 September in Strasbourg. PACE President Lord Russell Johnston suggested commemorating by one-minute silence those who were killed as a result of terrorist acts in USA and the explosion in Tuluza City of France. R.Johnston stressed the urgency of combating terrorism noting that while combating terrorism, innocent people should not be injured. R.Johnston suggested discussing the issue regarding terror that not the following day.

Today (25 September), Head of the Azerbaijani delegation, MP Ilham Aliev is expected to deliver a speech at the discussions on combat of terror.

One more remarkable event took place yesterday. The CE Ministerial Committee responded to question 396 on Armenia's recognition of Azerbaijan's territorial integrity. The question had been put forth by MP Gultekin Hajiyeva, a member of the Azerbaijani delegation CE Ministerial Committee adopted a decision on Armenia's recognizing Azerbaijan's territorial integrity. The decision reads that the Ministerial Committee once more confirms its support for respecting the borders recognized by the world community, as well as international legal principles envisaged by UNO statute, OSCE Helsinki final act and other documents. The document reads that nations' right to self-determination, the principles of the Helsinki final act are used equally and unconditionally. The Ministerial Committee notes that it is unacceptable to use force in order to gain new lands and the result achieved from that action cannot be recognized. The response then reads that nations' right to self-determination must be respected in compliance with goals and principles of UNO resolution, norms of international law, as well as the norms for states' territorial integrity. The right can be realized only on the basis of peace talks. The Ministerial Committee also calls Azerbaijan and Armenia to compromises and refrain from issuing statements adding to hostility instead of their commitments to CE. Ilham Aliev, head of the Azerbaijani delegation called fair the decision of CE Ministerial Committee. According to him, it is a great success for Azerbaijan. Condemning the terrorist acts in USA, I.Aliev said that Azerbaijani delegation had disclosed their position on the issue. "We condemned the terrorist acts in USA and once more demonstrated that Azerbaijan is ready to combat terrorism together with all the progressive states of the world. The Armenian aggressive forces have pursued terror policy against Azerbaijan for over 10 years. Consequently, our lands have been occupied, some one million Azerbaijanis have become refugees and Azerbaijan's territorial integrity has been violated. Anti-terror operations must not be pursued only against those who are guilty for the terrorist acts in USA. Generally, serious steps must be taken against all the terrorist organizations in the world". On the "Nagorno Karabakh Republic" parliament speaker's letter to CE, I.Aliev said they have unmasked Armenians. "The letter reads that the Azerbaijani delegation spreads misinformation about Nagorno Karabakh and Armenia at CE and disgraces them. Firstly, we don't disgrace them. They disgrace themselves. Simply, we unmask them. We'll further unmask the aggressor state in CE sessions and our activity will be at the same level in future". MP Samad Seidov in his talk with "525" correspondent also confirmed CE Ministerial Committee's officially recognizing Azerbaijan's territorial integrity and resolution of the Nagorno Karabakh problem within the boundaries of our country. According to him, some 43 CE members, as well as Armenia signed the document: "Thus, Armenia officially recognizes Azerbaijan's territorial integrity".
